It begins. U.S. Secretary of State John Kerry meets with Russian Foreign Minister Sergey Lavrov in Geneva on Thursday for two days of talks, that could possibly extend to Saturday. The talks are meant to come up with a blueprint on how and when Syria will hand over its cache of chemical weapons. At the same time, the United States has started sending arms to Syrian rebels.
